allow user change prefs using the prefs command #248

if you enter :prefs in the search text, you get to see the preferences page. some of the entries are really meant to be read-only here. but some could be toggled or cycled-through in this page. otherwise the only way to change such preferences as bauble.parse_dayfirst is by opening a text editor and modifying the config file, which has a rigid structure and it would be easy to demolish.
