Unable to create a homescreen widget on Nexus 4 #653

What steps will reproduce the problem?
1. On a Nexus 4 Android 4.4 install Google Experience Launcher from Google apk
2. Create a Dash clock home screen widget
3.

What is the expected output? 
A Dash clock home screen widget is created.

What do you see instead?
Crashes with 'Google services unresponsive' message.

What version of the product are you using?
V 1.5

Which device and Android version are you experiencing this issue on?
Nexus 4 Android 4.4 with Google Experience launcher apk

Are you using a custom launcher or ROM? If so, which one? Note that custom
launchers and ROMs are not supported.
Google Experience launcher apk installed
