Hiding clock also hides settings icon #697

What steps will reproduce the problem?
1. Configure DashClock as lock screen widget, with Settings icon displayed when 
expanded, and hide clock
2. Lock screen. Unlock, expand DashClock widget.
3. Note that the settings icon is not there.

What is the expected output? What do you see instead?
- I expect to see the settings icon, even if the clock is hidden.

What version of the product are you using?
- 1.6

Which device and Android version are you experiencing this issue on?
- Nexus 4, Android 4.2.2
- Nexus 7 (2012), Android 4.4.2

Are you using a custom launcher or ROM? If so, which one? Note that custom
launchers and ROMs are not supported.
- No.

Working as intended. You can move the settings icon to the all apps tray in 
advanced settings.
