@theocharides this sets up the scen-specific files for superdistricts. Please go ahead and code and run. They will be modified when I get more info on actual rates from TM team

@mkreilly got it. So what is in the default relative to the FBP/EIR scenarios scenarios? Is it everything except EN7? So, some telecommute assumption and the some superdistrict-specific assumptions (inc 2015 calibration)?
