add office caps policy to s28 #292

There are three changes:

  1. remove "fr2" from 'office_caps_fr2_enable' variable name, since we are including PBA50 EIR alt2; and add development limits for s28, consistent with fr2, in policy.yaml
  2. change config log slightly in summaries.py
  3. remove "fr2" from 'office_caps_fr2_enable' variable name in datasources.py

I run the script, it worked. And I looked at the results, the employment counts did shift. @theocharides

  1. add eir_alt2 office cap variable
  2. revert changes made to datasource.py
  3. add separate log message for eir_alt2
