Follow-up to PR#368, adding remaining commits from add_office_vacancy

The changes do a few things which are also a part of the final DBP run, so I want to add notes on the changes (reviewed/approved by nature of DBP use):

• Changes the random seed (not significant as a technical change but differs from past runs)
• Regional POI distances input update i.e., accessibility inputs for regional points of interest - @akselx can you let us know what the change represents?
• Starts "gov_transit_elcm" and "elcm_simulate_ec5" strategy models after 2030
• Adds "ME"/mixed use employment focused as a building type affected by exogenous sqft per job changes
• Small adjustments to the "static parcels"/nodev list embedded in the developer config

@theocharides - Regarding "Regional POI distances input update" - this is for the commit https://github.com/BayAreaMetro/bayarea_urbansim/pull/376/commits/0bcaafe8abfdc2c686bb3280ca961f87df81756e which is swapping out the erroneous regional_poi_distances.csv with the fixed regional_poi_distances_v2.csv.
