🧹 Chore: add organization or repo secrets to enable PyPI publishing #5

In order to have Github Actions upload to PyPI, the repository or organization needs to have encrypted secrets.

Since MTC will likely want to control how those are managed, I am assigning this to MTC (@lmz feel free to reassign).
