put zoning_id assignments back into 2 table approach #12

PLU 06 additions forced us to use the parcel as the base abstraction for zoning because thats how the file had them saved. but this makes updating zoning attributes more difficult because we have to apply them to the whole parcel dataset, where we could just apply it to the zoning spreadsheet.
