Disassembling lattices over open spaces results in anti-gravity rods

Description of issue

When a lattice placed over an open space turf is disassembled with a welder, the resulting rod floats in mid-air.

Difference between expected and actual behaviour

The resulting rod should instead fall to the floor.

Steps to reproduce

1. Use steel rods on an open space tile to create a lattice
2. Use a welder to disassemble the lattice
3. Observe the resulting floating steel rod
