Light state not retained after restart when off

Description: After 2024.02 the device doesn't retain its state after a HA restarts, if the device is off.

Reproduction Steps:

• Turn on Device, and set brightness to 50%
• Set a given effect
• Turn off Device
• Restart HA
• Turn on Device, it will now be at 100% brightness, and no effect is set

Expected Behaviour: Device knows last state after a HA restart
