unable to install on moto citrus

What steps will reproduce the problem?
1.attempting to install package on motorola citrus 
2.
3.

What is the expected output? What do you see instead?
Install of app. Error screen talking about parsing of package 

What version of the product are you using? On what operating system?
Tried all versions on android 2.1

same with motorola milestone (european version, motorola droid, DACH) running 
android 2.1 

after downloading the apk, with "allow installation from other sources but 
market" enabled, starting the apk (which should install it, i can do that with 
other apks and works well) results in "an error occured parsing the package".

any ideas?

same problem on samsung galaxy spica i5700, for some reason installing over adb 
works.
