Before implementing any strategy, its important to work from the end,i.e., asking the bus owners why they always want syndicate? What benefit are they getting in having a syndicated system and what are its disadvantages. Then only we could create the right product. Profiling the stakeholders (syndicated bus owners in this case) will create a better acceptance, rather than creating before working - as the latter would try to impose a non-supportive products on the stakeholders.
It is impossible to manage the local buses and enforce strict control over local bus owners, drivers and staffs due to having various different companies to manage all of them now. That is why all the city buses should be maintained from one single entity in every metropolitan area.
Slow Adaptation Process: We can start by forming a single entity for each metropolitan area and start registering the bus owners in a digital system. Registered bus owners would have some extra facilities as a beneficiary for participating in new system.
Driver Employment: Drivers should be employed by the central company by following a policy like 2 drivers against 1 bus. A policy should be in place for their employment & benefits.
