Contribution guidelines

Description

In case any SAST scan having 0 vulnerability, msg should be allign with zero vulnerability instead of "No SAST Issues data ..."

Motivation

More acurate annotation will give clear understanding to end user.

Expected behaviour

In case any SAST scan having 0 vulnerability, msg should be allign with zero vulnerability instead of "No SAST Issues data ..."
