Tailwind config improvements #545

Based on suggestions by @Serabe and https://github.com/BeaconCMS/beacon/pull/542

[x] Ensure config is a valid .js file
[x] Remove requirement of passing <%= @beacon_content %> (that's a private concern)
[x] Allow injecting bundled configs
