Implement Docker Container #15

Implementing a Docker container would make it much much easier for our Windows and Mac buddies cough @Susorodni cough* to setup the backend. You'd simply need to run one command, and it would not only set everything up for you, but work "cross platform" (it's basically a really efficient VM but shhhh). It would also make debugging easy, since we'd all have the exact same setup.
