Created new beammp development environment setup guide

Please check @lionkor and others, im happy to change things. Or change it yourselfes :-)

Looks good to me too, before we merge this do we want to consider adding the development steps for the launcher and server too?

Im not sure what these would be apart from forking and cloning locally
