WebWallet: disk space #1407

Need to decide how we handle insufficient disk space in web wallet service. At the moment error code would be returned to the caller. Also @sasha-abramovich asked to discuss alerts at 80% of disk space used.

Deployment: need to deploy our stuff on a separate "ULTIMATE" volume

Done. Mounted the aws efs with ultimate volume.

Need to show message about 6 months wallets storage or remove this restriction.

As discussed with Romanov we're leaving it as is for the moment and would deploy 'restore' feature soon. 6 months notification TBD.
