To Reproduce

Open Toolset through Steam.
Load either a clean module or one with HakPaks.
Attempt to use palettes.
Text overlaps, tabs do not close properly, scrolling within textboxes does not work.

Does it happen if you open nwtoolset.exe directly, without Steam?
