Regression? Unknown, first known instance for Arelith occured around the following events release: https://nwnarelith.com/index.php/news-list/guldorand-launch-event However it may have been occuring even earlier.
Clarification on terms Desync - The act of your character being stuck in position animating to movements or any combat, no models aside your own and the tilesets will load but you can still "move". Judder - Key frames start to vanish on model movement, animation still occurs, extremes seen can vary from tiny distances to full tiles being skipped between the position of your character being visually updated.
