True Seeing is not supposed to see GS. Not sure about "S" though, but GS puts you into "ethereal realm" so TS should not be able to see anyone under that effect. In NWN it sometimes works and sometimes doesn't afaik.
Given for Greater Sanctuary "Prior to version 1.64, ethereal creatures were not visible to those with true sight" the remaining issues are just bugs (ie you can see them, just can't interact, but sometimes can...also Sanctuary is even weirder since it makes having True Seeing outright worse than just passing the saving throw).
I'll look into some additional effects to have combinations for those who want to separate different visions, main one that is missing is a separate vs. Sanctuary/Greater Sabctuary and a vs. Stealth one. So you could mix and match as needed.
Some issues with these effects in the game.
Self-note: There's also a gap of functionality between True Seeing and the others - if a EffectSeeStealth()/EffectSeeSanctuary() for instance was added, but is there any other combos not covered by the current effects? Those two should be enough to make adjustments to "Overpowered Trueseeing" in many cases to be "closer to PnP" for instance.
