Strange, I have no issue getting it to work (also using Nvidia control panel), What are the exact settings you use?
And can others confirm?
Here's the settings:
After posting the thread I noticed I could get FXAA working, though it leaves a noticeable shimmer around moving edges, and I know I only used the other AA before 36-7.
Edit: Just to note, I didn't change any setting nor did I upgrade my drivers or change anything to my config between 35 and 36-7. As soon as the game was updated AA stopped working.
If I go back to 35, the same AA settings suddenly begin working again (just tested it).
I'm on GeForce drivers version 546.17. I'll try updating to 546.29 and see if it changes anything.
Edit 2: Updating the drivers didn't fix it. Also confirmed updating to 36-7 once again made the AA stop working.
Could you try to disable MFAA?
Just tried it, sadly didn't work. I also tested with every step of antialiasing (2x to 8x), every step of Antialiasing - Transparency (off, multisample, 2x to 8x): none of the settings made a difference with the game running on version 36-7.
I tested it on the current Stable build (35) and the settings all made a noticeable difference.
Was a good guess though, I had some hope the MFAA disabled could work! I'm really not sure what's causing this issue, as I went quite deep in testing every sort of setting to make it work and the only difference I can notice between having it work or not is build 35 vs 36-7.
Using the settings posted above on build 35:
On build 36-7 (very noticeable with movement, as the staircase effect creates a shimmer):
Preview build 89.8193.37-1 added an ingame multisample anti-aliasing setting which fixes this issue.

Specifics
The game has no built in AA so driver level AA is the only way to get it. This produces a pretty big downgrade in image quality compared to build 35.
