Fixes for SteamP2P resending reliable data when the client has bad internet #320

Fixes for SteamP2P resending reliable data multiple times which makes the bandwidth go insane. Only seemed to happen on clients which don't have very good internet. All tested on my own Ragdoll physics based game for a good 20mins without any hassles.
