refactor arkouda_workflows to use Argo WorkflowTemplates #151

Closes #150

This PR delivers the following:

  1. Converted deploy and delete workflows into WorkflowTemplates
  2. Integrates deploy and delete WorkflowTemplates into the corresponding Workflows and CronWorkflows
