Apply Title Attribute to all <a> links on Website. #50

There are 32/37 tag without the title attribute. We need to fix this to improve Accessibility (and SEO by extension)

I've labeled the icons and the "view all releases" it's going to take HOURS to edit all the There are 100's!
I've also updated the form to properly put aria in all future tables.

I'll be honest I question wether we should do this or not. How many disabled people will use our software? The other option is, as we edit each module in the future update it then? It's not just 32 links like it said. There's roughly 10 links per page.
Some like apache, mysql that have multiple tables will have dozens
