Modernize core #88

We really need to modernize core to at least php 7.4. This will require a major rewrite and be handled carefully. This will require #74 and changing other files. https://github.com/sstalle/php7cc is a tool we can use to help guide us on updating to 7.2 and maybe https://github.com/gisostallenberg/php-to-7-aid ( archived ) also
