restructured files for Docker build support #2

Added support to package the AdsRouterConsoleApp into a container image, so that it can be executed in a container environment.

A 'how-to' explanation is saved here: Sources/RouterSamples/AdsRouterConsoleApp/docs/run-as-docker-container.md. Maybe you can consider to merge it into the projects root README.md file.
