Release waitlist? #127

Is there an option in Bedework to release the waitlist? I've been halting and unhalting the waitlist to bump people to registration but that seems unlikely to be the canonical solution.

It's supposed to be handled automatically.

There's a config item to give the calendar engine the location of the event registration system.

I'll try to get a more precise response later
