Change path references in view navigation menus to HTML 5 data- attributes and restore href attributes in same #92

The navigation menus in Bedework 3.10 use path references held in the href attribute of anchor tags. The references should be moved into HTML 5 data- attributes (e.g. data-bw-path="the-path") allowing the href to be valid.
