Being unable to heal yourself should be a status effect #11047

When you use a brute pack, you become unable to use more brute packs for a certain amount of time afterwards. This should be more clearly indicated via a status effect, since it feels super unclear when we can actually use one and when we can't.

Feel like overusing status effects for everything will make the HUD cluttered.

This isn't exclusive to this issue.

True but they are a very good way of showing information and can always be made smaller.

Smaller doesn't make it less cluttered, but it does mitigate the issue.
