[Bug]: Blindness cancels all phobia processing #11176

Describe the bug

Phobia's on_life() proc early returns if the subject is blind, which makes them immune to phobia's effects which include fear/stress changes and reduction

What did you expect?

Trigger checks should be skipped if the owner of the phobia trauma is blind, but it would be better if blind examining trigger objects also caused freakouts
