[Bug]: More than one Vendor Freebie Department makes Nothing Free #11263

Describe the bug

When I tried to buy stuff as a Chief Engineer, I noticed that I couldn't get it for free from the Engineering related vendors. I later tested this on a local as CMO and had the same issue. Removing the second Free vendor access from one of ID (keeping only Medbay) causes it to be free again.

I suspect this code to be related to it. \code\modules\vending_vending.dm image

What did you expect?

I expected to get stuff for free!
