Brainwashing Minimum Player Limit

About The Pull Request

Changed the minimum pop for both the brainwashing surgery disk and hypnotic flash to 10 and 20 players respectively. This is because hypnotic flash can be very easy to utilize and has even been seen used mid-combat. Meanwhile brainwashing surgery requires proper surgery and doctors have 99% of the time no reason to crack open the skull of their patients unless Exploration brought in the brain implant research disks.

In a future PR I hope to change brainwashing even more.

Perhaps the surgery should be lowered to zero like the hypnoflash was, if the idea is going to be swapping them? Brainwashing is one of the best RP options for antags currently and it should definitely be available for those that can only play at lowpop.

Currently surgery has ZERO methods to detect it. Therefore, it might as well be untreatable unless evidence for it having taken place is found. Therefore I think there should at least be some risk of someone else finding or seeing said evidence.

I don't really know if the surgery disk really needs to be lowered or not, but I'm willing to give it a go since it's much riskier to use
