They should be inside a weapons cabinet rather than the locker.

Getting a mission to assassinate someone as if it was any day on the job does not sound like an emergency to me. If so it sounds more like a break if blue or red alert. Either way, they won't be able to fire it unless they replace the pin in Security. Feels unnecessary to give it a fancy dedicated place for it.
I mean the primary purpose of the cabinet is probably going to be for quickly obtaining a gun in an emergency, VIPs don't need security to go with them and they are mostly capable of handling the missions themselves. The gun could be useful in an emergency like artifacts swarming the place with bears
Not VIPs, but assassination targets. The flavour text displayed when selecting that mission suggests that Exploration bring a Security Officer with them due to the danger, but no one ever does due to the ridiclous amount of time it takes for an Officer to get ready, assuming there even is one.
I could swap it out for a regular one so it could be used against bears, but I think it'll be used for purposes other than bears or exploration then.

It is a free laser gun, the point is to allow officers to work with the explorers, if it is not being used at all for the explorers but for the science officer to have their own personal gun then it is just a powergaming addition.
I'll change it to be a normal laser gun, but I doubt it'll be used to help the explorers.

It should still be part of a weapons locker that declares an emergency when it's accessed. It's not normal security gear for standard operations and can't be added as if it is. If the only thing making it seem like its emergency gear is SOP/rules then there is a misalignment of mechanics and rules which we can't accept.

About The Pull Request
Adds a laser gun in the Science Security Locker to be used by the stationed officer to help with Explorers' assassination objectives. They are also getting Exploration access to not be entirely reliant of Explorers being their door knobs.
Why It's Good For The Game
Streamlines the process of getting a Security Officer to help the Explorers as the mission objective suggests. No longer do you have to get to the armoury, wait 5 minutes for a Warden, HoS or Captain to show up and get you a gun.
