Reproduction:
Using the Biodegrade ability when you're legcuffed with a makeshift bola (and probably other legcuffs such as DRAGnets n e-bolas) doesn't dissolves it despite the description of said ability is that it "dissolves restraints and objects preventing movement".
You will still get a message that you're already "free" of restraints.
