I open the Cargo app with the regular CMO ID inserted;
(I think) I simply clicked the orders I wanted, they get listed as [Paid Privately] as if using a budget card or personal ID;
Be able to confirm the checkout order from the app;
Notice as the Cargo budget is drained completely, despite them being privately paid;
Observe as the medical budget (which I expected to be used) as well as my ID still have all of their money;
Crates arrive and are privately locked with the cargo budget card, which no one has access to.
I think this is a combination of UX issues that lead up to this.
There is no ingame way to know how to use the budget card to order items. With a console you need to hold it in your hand while using it, which is already unintuitive, with PDAs it's no better.
There is likewise no way to know which card or budget is going to be used before placing the order. The cargo console will print out a message saying if it was made with the medical budget or whatever, but the PDA doesn't seem to do that, making it impossible to tell what account is being used both before AND after the order is made.
Some sort of confirmation prompt, or instructions on the app itself would alleviate both of these.
From a design standpoint, this also means that department budgets are entirely inaccessible by staff without someone physically manipulating the card. This goes outside of the issue report, but it would be nice if a department's staff could make these orders from their budget, even if it required some sort of command confirmation for them. TG's time-locked department orders system comes to mind as an alternative system that works very well over there.
