Going up/down stairs kills sounds for a few moments. #1496

Many, been going on for a while at this point.

Testmerges:

Last PR that changed anything related to stairs is #1459, so I assume it's something that came from it.

Reproduction:

Join any games and go up or down a staircase, sounds such as footsteps and doors opening will be gone. They come back just fine after a few seconds however.

Seems like #1418 initially broke it. Both #1418 and #1459 have touched some of the same stair code.

Might possibly get fixed if this is ported
