Fixes #2551 and gives the chapel an altar. Also added some more grilles in front of windows exposed to space and cleaned up a few miscellaneous things like atmospherics using the wrong floor tile type.
The new area has space for another naval cannon to be built, and features a few more munitions tech lockers.
