Adds medikit for synthetic (IPC) repairs to cargo and syndicate uplink + misc. changes #2598

About The Pull Request

Adds an IPC medkit, for all of those agents without use for the regular medical supplies. The kit contains welding and wiring equipment, as well as some chemical anti-toxin and anti-radiation measures, and a health scanner. Also moved some code for boxes into the custom storage file, added a lanyard sprite to the respective box, fixed highjack overdose runtiming if your head was already gone. The medkit can also be used to build medbots of the same color, though there isn't a specific damage type bonus.

Why It's Good For The Game

Rare grammar and formatting PR I also think it would be good for there to be a way to acquire IPC specific healing items without needing chemistry the same way you can order regular medical supplies. We can also map these in later if we want (or make funny munitions color medbots :p).
