About The Pull Request

Mirror of PR BeeStation/BeeStation-Hornet#10993 from upstream. Makes pool ladders anchored and buildable.

Why It's Good For The Game

Stops ladders from being pulled by the Stormdrive (and people) and letting players rebuild things is always nice.
