The setting suggested in http://www.docear.org/support/user-manual/#PDF-XChange_Viewer indicate that it is expected that Docear will import these Drawing comments. I don't use them personally (Test done on Docear 1.2.0 on Win7 box).
It may be unrelated, but these are red comments like those it attaches to images pasted in as 'stamps' that are not imported either.
