Saved images should contain an embedded thumbnail

RT 4.0.6 does not embed a thumbnail into the converted JPEG images. If it did:

Pros:
- if a photo viewer supports embedded thumbs and if it's configured to use them, it
will show the photos much quicker without having to compute a thumb for each photo.
- some equipment won't be able to compute a thumbnail, so showing the embedded one
is the only option.

Cons:
- slightly longer save time, probably a question of milliseconds
- slightly larger saved files, probably not more than 10kB

What are your opinions, should RT embed thumbnails?
