New Chinese (Simplified) translation for RT 5.10 #7145

Chinese (Simplified).txt Just saw the post on Pixls that RT 5.11 is coming out, so uploading this one I was working on before the release date. The English description for some tool tips were changed since last December and I tried to use Notepad++'s compare plugin to get the differences & update the translation to match up with the latest version.
