User does not have any skills points anymore #8

I don't know why, but my players does not earn skills points anymore, my server is on 1.10.2 with the latest level up! update for this version, there is my config file:

Did the skill points per level get changed recently? The skill handler keeps track of how many skill points have been earned, not what their highest level was.
