This reimplements the extension for Behat 3 RC

@everzet can you enable Travis on the repo (I don't have enough rights to manage hooks) ?

I cannot ensure it passes fully locally, because the Windows console encoding is messing with the i18n features.

I'm merging this even though the update is not complete, to allow other people to jump in and contribute to the extension if they are interested in it.
