General Search field should always be visible #421

Currently the General Search bar is collapsable. It should be fixed, always appearing and always accessible.

Reproduce:

  1. Arrive at any page
  2. Have desire to use general search

Expected:

  1. Use general search as it appears in the top bar.

Actual result:

  1. User must click a button to expose the search field.
