Upgraded GaugeView to Swift 3.0 SDK
Upgraded GaugeView-Example to Swift 3.0 SDK
Added .swift-version file which is responsible for telling CocoaPods which Swift SDK version to build GaugeView against
Upgraded GaugeView.xcworkspace to use recommended compiler warnings
Built GaugeView using CocoaPods 1.1.1
Updated Podfile to CocoaPods 1.1.1 syntax

@GnuRant did you have any interest in this Swift-3.0 branch? I could always close it out if it's something you were looking to implement on your own.
