Draft: Rework book code generation #580

This one is almost there, I'd like it to be slightly more clean in it's approach. Also, if at all possible, I'd want to remove the base class relationship between LocationCutterCodeRange and CreatorLocationNumber.

This will require some form updates etc still, but mostly requires the updating of some manual migrations.

I'll redo this one whenever I know what to actually do with it, closing it.
