Changing the world's fillrate to 0 doesn't work #5

If you try to change the fillrate to 0, the program accepts this number, but fills the world with about 1% of the cells living. The fillrate seems to work fine with any other values.

Yah, my fillrate when I first made it was really bad. Thanks for the tips.
