Pretty up the filters display. #14

The filters should be displayed better, which will make them easier to peruse. Maybe also add creation date, and order by something that makes sense.

One thing to note, the flail_exceptions_count DB field in the filters table does not seem to be used anywhere by anything.

Edit: However, the production database does have some values for some filters here...
