Should a front end (css, html and js) framework be used to build the website?

I propose to use bootstrap. Pros:

good usability on mobile
attractive defaults (plain site with little customisation looks passable)
with more time can be be customised to an attractive modern looking site
I'm familiar with it

For balance: Cons:

bloat - quite a large extra css and js file for each page
html is not very clean (stacks of classes, and lots of divs for purely formatting reasons)
"all bootstrap pages look the same" - too widely used and opinionated.
